The School Board encourages Croydon voters to familiarize themselves with HB 1300 prior to the November 3 election.
Per HB 1300, Croydon voters will be asked on the general election ballot whether to limit property tax growth for the Croydon School District under RSA 32:5-i. If adopted, the following will hold true for a two-year period:
- The amount raised by local school property taxes may not grow beyond the prior year’s amount, adjusted for inflation and new construction.
- Spending by the superintendent’s office (the SAU central office) may not exceed 6 percent of total school district appropriations.
- Bonded capital costs are excluded from both limits.
- The limits may be overridden by a 3/5 (60%) majority ballot vote at the annual School District Meeting.
Adoption of the question requires a 3/5 (60%) majority vote on November 3, and the full text of the ballot question can be seen below:
Shall the Town of CROYDON limit property tax growth for CROYDON SCHOOL DISTRICT (SAU #99) under RSA 32:5-i? If adopted for a two-year period: (1) the local property tax levy may not grow beyond the prior year’s amount, adjusted for inflation and new construction; (2) SAU central office spending may not exceed 6 percent of total school district appropriations; and (3) bonded capital costs are excluded from both limits. These caps apply only to administrative operations of the SAU central office and do not affect classroom instruction, school-based services, or other municipal expenditures. These limits may be overridden as provided in RSA 32:5-i. Adoption requires a three-fifths (3/5) majority vote.
